Intent to Implement Minimum Manning and Stern Anchor Requirements for all Ships Including ITB/ATB and Pusher Barges in Seaway Waters Effective August 1, 2003

NOTICE IS HEREBY GIVEN pursuant to section 57 of the Canada Marine Act, that effective August 1, 2003, The St. Lawrence Seaway Management Corporation will implement mininimum manning and stern anchor requirements for all ships including but not limited to Integrated Tug and Barge / Articulated Tug and Barge and / or pusher barge units.

Section 35 – Navigation Underway

Under section 35 of the Seaway Practices and Procedures, the following additional requirements will take effect on August 1, 2003.

c) man the wheelhouse of the ship at all times by either the master or certified deck officer and by another qualified crewmember; and

d) have sufficient well rested crewmembers available for mooring operations and other essential duties.

Section 15 – Stern Anchors

Under section 15 of the Seaway Practices and Procedures, the following additional requirements will take effect on August 1, 2003.

Every integrated tug and barge or articulated tug and barge unit greater than 110 m in overall length which is constructed after January 1, 2003 shall be equipped with a stern anchor.
