SLSMC to Implement New Billing Process

The St. Lawrence Seaway Management Corporation (SLSMC) is in the process of improving its billing process, in order to simplify data entry and automate key billing steps.

As the first phase of the project is nearing completion, we are about to phase in the revised billing process for testing purposes. Consequently, the SLSMC will shut down its E-Business portal (which processes pre-clearance and transit declaration forms) on November 7, 2016.  Customers using the E-Business portal to submit pre-clearance and transit declarations should complete all of their forms by October 31, as any uncompleted forms will be deleted during the shutdown on November 7.

Any business transacted after October 31 should be submitted to the SLSMC’s billing department using the forms available on the following web page:

The completed forms may be emailed to the billing department at [email protected] or faxed at (450) 672-2404.

The revised E-Business portal is scheduled to be online on November 21, complete with a set of revised electronic forms and processes.  The new electronic process will become mandatory with the opening of the 2017 navigation season, including the mandatory use of Harmonized System Code (HS Code) to identify cargoes and United Nations Code for Trade and Transport Locations for ports.

Information sessions will be held during the winter months preceding the opening of the 2017 season, providing customers with an orientation of the new system.

During the remainder of the 2016 navigation season, customers may opt to continue to submit forms by email or fax.   Customers interested in using the revised portal will be provided with an orientation guide on the E-Business site, explaining how to use each of the new forms.
